Install from Web doesn't detect a preset is installed

Description
If all the packages in a preset are installed it should note a preset is installed. It should also note if it's partially installed.

Web endpoint does not include the packages that are bundled with it. So this won't be possible yet. Best that could be done is a guess based check at this time.

Presets will be going away and are basically legacy. Subpackages handle their behavior now and subpackages safely handle ensuring root plugin is installed and version checked. So not worth the effort having to loop through and try to detect plugins and extensions for presets, which would bloat the install from web JSON as well.
