select2 causing issues with blank values before a optgroup

Description
A default blank value like - Select Field - before an optgroup causes the optgroup to be lost and the blank value to duplicate.
This is due to the initial blank value and the optgroup having the same id. So this is a problem at the HTML structure level.
- Status changed from Assigned to Resolved
- % Done changed from 0 to 100
- Status changed from Resolved to Closed
