Description

Currently tab HTML is output for flat file, but doesn't work since everything is still hidden anyway and designing for no-JS is pointless with todays browsers. Redesign the HTML to output in the intended tab HTML structure from the start so the jQuery doesn't have to move things around and cause a redraw every time tabs are rendered on a page.
