Implement a faster user count option for the cb online module
Description
This should use cache table schema data. Specifically getting the table status row count. This is an inaccurate count, but it's fine for larger sites and there's no speed concerns with using it when you just need an approximation count as running COUNT on large tables is always going to be slow.
