Implement feature flag to use Joomla forgot login instead of CBs
Description
This is intended to happen in CB 3.x and be non-optional, but we're seeing increased requests for this in CB 2.x. Implement a feature flag to force off CB's usage in favor of Joomla's. This would need to allow those URLs through the redirect protection.
