Confirmed it on a J16/CB14 test site.

Looks like pending action message is sent to all moderators but new user notification email is only sent to single moderator.

New user registration email confirmed only sending to a single moderator. Seams to send to the last moderator (e.g. Admin, demouser1.. demouser1 receives email, but Admin does not).
