Date field calendar does not respect minimum or maximum year
Description
When setting a minimum or maximum year for a date field the pop up calendar does not respect it and shows all years regardless.

Minimum and maximum is passed to the calendar as YearMin and YearMax are both present and correct, but do not appear to be functional.

Patch ensures you can't use the arrows to surpass the minimum or maximum year with using the popup calendar with dropdown fields.
