CB Plugin language files translations not working

Description
With CB 2.0.3 I did the following test:
1. Installed CB Privacy 4.0.0
2. Installed English language plugin (see attachment)
3. Edited the plugin/language/en-gb/cbplugin/cbprivacy-language.php and cbprivacy-admin_language.php files (added ! mark to each translation).
The translations are not being picked up.
Files
- Assignee changed from krileon to beat
- Priority changed from High to Immediate
Plugin language files are loaded by _loadPluginFile.

- Status changed from Assigned to Resolved
- % Done changed from 0 to 100
Fixed in MR !704 with commit cb2c82dbb3a4785c38e5a132ab2d0908427c32dc

Still not working based on description.
The language files are loading, but the strings are not being used.
- % Done changed from 100 to 90
MR !705 fixes the loading issue, but en-gb folder still is looked for as en-GB. We need to standardize on what?.
